Notice on Issuing the Documents Relating to the Fifth General Assembly of WAAMA
Dear member’s units,
The 5th General Assembly of the World Association of Abacus and Mental Arithmetic (abbreviated as WAAMA) and the 7th Competition of Abacus and Mental Arithmetic were held in Bandung, Indonesia from July 28 to July 29, 2018. The meeting elected new council, the standing council and members of leadership, summarized the work of the Fourth Council, put forward the work plan of the new Council, modified and approved the charter of WAAMA, absorbed new members and cancelled membership of some member units. Dear President Zhang Hongli, delegates, ladies and gentlemen,
Good morning!
Today, the 5th General Assembly of The World Association of Abacus and Mental Arithmetic (WAAMA) and the 7th Abacus and Mental Arithmetic Competition is inaugurated with a fanfare in the beautiful city of Bandung, Indonesia. On behalf of the Chinese Abacus and Mental Arithmetic Association (CAMAA), I would like to extend my warmest congratulations to the conference and the competition. My sincere welcome goes to the delegates as well as the leaders, coaches and contestants of all competing teams. And my heartfelt thanks go to the volunteers!
The conference and competition are sponsored by WAAMA, hosted by CAMAA, and co-organized by the Indonesian Sempoa SIP. Here, I would like to express my heartfelt thanks to Mr. Alexsander K. Taslim, President of SEMPOA SIP Indonesia, for his strong support!
The Chinese Abacus and Mental Arithmetic Association has long been committed to the inheritance, protection and development of abacus and mental arithmetic cause. It correctly leads the innovative evolvement from abacus to abacus and mental arithmetic, actively explores the enlightening function of abacus and mental arithmetic, scientifically researches the mechanism of the intellectual potential of abacus and mental arithmetic, and coordinates and advances experiments and practices related to abacus and mental arithmetic. By doing so, CAMAA has laid a scientific and practical foundation for the abacus and mental arithmetic cause to develop in depth and breadth. We are willing to step up exchange and cooperation with all the member units of WAAMA. By learning from each other and sharing experience, we will advance the development of the abacus and mental arithmetic cause. As the host of this year’s conference and competition, we will do our best to provide you with various kinds of services and to ensure the smooth progress of all agendas.

Good afternoon!
The First Session of the Fifth Council of The World Association of Abacus and Mental Arithmetic elected a new Standing Council and a leading body. It was an honor for me to be elected as the Chairman of the Fifth Council. On behalf of the new Standing Council and the newly elected leadership members, I would like to express my heartfelt gratitude to everyone for your trust and support. We must keep in mind the purpose of WAAMA, rely on the Council and WAAMA member units to carry forward the organization’s fine traditions and style, unite as one and try our best to do better in carrying forward and developing the abacus and mental arithmetic cause, so as to live up to everyone’s expectations.
Abacus and mental arithmetic is a major invention in mankind’s scientific and technological development, as well as “another knowledge system” with great values in scientific research and application. It is a major contribution of the oriental culture to human civilization, and an intangible cultural heritage that affects the world. It embodies the spiritual pursuit for and emotional sustenance of abacus aficionados across the world. Abacus and mental arithmetic, an innovative evolvement from abacus, can help people greatly enhance their computing power, effectively expand their spatial thinking, significantly improve their overall intelligence, and provide a new approach of education and cultivation for achievements in people’s all-round development, especially intellectual development. Therefore, in the convergence with society and the times, abacus and mental arithmetic, which combines science, culture and education elements, thrives and shows infinite vitality.
Nowadays, the abacus and mental arithmetic cause is in a sound development period. The value concept of abacus and mental arithmetic is taking roots in people’s minds, and its enlightening role has been widely publicized. Thanks to significant progresses in scientific research, practices and explorations in this regard have been furthered in both depth and breadth. As a result, more and more people around the world are becoming aware of abacus and mental arithmetic. The joint efforts of international abacus community and abacus aficionados around the world have helped develop a solid basis and favorable environment for this cause. The unremitting efforts of previous WAAMA Councils also matters. Here, I suggest that all participants express their heartfelt gratitude and respect to the Fourth Council and Mr. Zhang Hongli.
Dear delegates, ladies and gentlemen, our cause is lofty and meaningful, and deserves a lifelong commitment. I am willing to work with you to jointly push the abacus and mental arithmetic cause up to a new level. Together, we will achieve new glory. Next, I would like to make a few suggestions on the workings of WAAMA.
First, we must strengthen our beliefs and enhance our confidence. Abacus and mental arithmetic is a great undertaking to carry forward the cause pioneered by our predecessors and forge ahead into the future. It is conducive not only to enhancing the visibility of intangible cultural heritage and improving the world’s cultural diversity, but also to the transformation of the subjective and objective world for the benefit of mankind. There has always been conflicts between tradition and modernity. Consequently, the inheritance and development of abacus and mental arithmetic cause has never been a smooth ride. We should have a correct appraisal of the situation and enhance our confidence. In the face of difficulties or even setbacks, WAAMA can be an international cooperation platform for you to depend on.
Second, we must persist in innovation and development. It is necessary to innovate the working methods of WAAMA, optimize and improve the existing service platform. We will innovate the ways and means of competition and exchange to meet the development requirements of the times and society. We will innovate the contact methods and channels between the Secretariat and members as well as between members, so as to give full play to their initiative and enthusiasm.
Third, we must further strengthen institutional development. It is necessary to give full play to the leadership role of the Council and the Standing Council, strengthen the development of a basic institutionalized system, and improve the standardization, specialization, and practical level of decision-making in the leading body. We should actively admit more members from more countries and regions, striving to improve the global coverage and influence of WAAMA. We should step up the capacity building of the Secretariat, and improve its capacity and level in organization, coordination and provision of services.
Fourth, we must step up publicity. It is necessary to exert the comprehensive role of the Internet in communication, service and publicity, as well as to establish a platform for achieving the goals of WAAMA. We should form synergy in the publicity front and enhance the awareness of member units in this regard. Member units should be active in supporting WAAMA’s publicity work and jointly promote the inheritance and development of the abacus and mental arithmetic cause.
Dear delegates, let us join hands, keep up with the times, take practical measures, and unite as one to carry forward and develop the abacus and mental arithmetic cause.

Work Report Delivered at the 4th Council of The World Association of Abacus and Mental Arithmetic

Greetings to you all!
On behalf of the 4th Council of The World Association of Abacus and Mental Arithmetic (WAAMA), I will now present to you the work report for your deliberation.
I. Review of the Work of the 4th Council
Thanks to the joint efforts of Council members and member units, the 4th Council of WAAMA has made remarkable achievements such aspects as unity & cooperation, active enterprising, academic exchange, theoretical discussion, teaching practice, competition & appraisal, and teacher training. By doing so, it has further enhanced and strengthened traditional friendship among the member units of WAAMA.
1. More exchanges and seminars
Over the past four years, WAAMA and its member units have organized various academic seminars, improving communication among member units.
On November 2-8, 2014, a delegation of eight members headed by Mr. Wang Chaocai, Secretary-General of WAAMA, went to China’s Hong Kong Special Administrative Region to participate in the “Chinese Abacus Cultural Seminar and Demonstrations”, part of the “Chinese Quintessence Tour in Campuses Along the Huong River” series co-sponsored by the Chinese Abacus and Mental Arithmetic Association (CAMAA) and the Hong Kong United Arts Cultural Exchange Centre. During the event, the delegation conducted a total of five abacus cultural exchanges and demonstrations of abacus and mental arithmetic at the Hong Kong Wen Wei Po Office, the University of Hong Kong, the Hong Kong Baptist University and the Hong Kong Kwun Tong Fujian Secondary School. Wherever the delegation went, they were warmly welcomed, thus effectively facilitating the spreading of abacus culture.
On September 15-21, 2015, a delegation of 18 members headed by Mr. Wang Chaocai, Secretary-General of WAAMA, went to Taipei, China to attend the 23rd Cross-Straits Abacus Academic Seminar organized by the Taiwan Chamber of Commerce, Taiwan, China. The exchanged ideas and shared experience with some member units in the Taiwan Region, thus enhancing mutual-understanding.
On September 12-19, 2017, CAMAA and the Taiwan Chamber of Commerce, Taiwan, China both members of WAAMA, held an academic exchange on abacus in China’s Ningxia Hui Autonomous Region. Mr. Zhang Hongli, President of CAMAA, attended the academic exchange. Mr. Wang Chaocai, Vice President of CAMAA, explained to the delegates the Chinese Government’s efforts in carrying forward the abacus culture and the popularization of abacus and mental arithmetic education. Mr. Yeh Tseng-Yi, Vice Chairman of the Taiwan Chamber of Commerce, Taiwan, China, expounded Taiwan Region’s achievements in the use of abacus to improve the health of adult brains and prevent dementia in the elderly. Participants also exchanged ideas on abacus and mental arithmetic education and teaching, as well as on the protection, inheritance and promotion of excellent Chinese traditional culture.
On December 1, 2017, the 5th WAAMA Academic Seminar on Abacus and Mental Arithmetic Education was held in Shanghai, China. Professor Zhou Xinlin of Beijing Normal University, Professors Ma Fu and Tan Dingliang of Nanjing Normal University, and Ms. Liu Qinying, Researcher & Deputy Secretary-General of CAMAA, presented the latest results of their research on abacus and mental arithmetic, Mr. Alexsander K. Taslim, President of SEMPOA SIP Indonesia, Dr. Dino Wong, President of UC International Corporation, Malaysia, Mr. Huey-Chiang Huang, Founding Chairman of Chinese American Abacus Association and Vice President of WAAMA, Mr. Huang Wenkun, President of Beijing Youzhiyue Abacus and Mental Arithmetic Education Institute, Ms. Lu Ping, Vice Chairwoman of Shanghai Abacus and Mental Arithmetic Association, Mr. Wang Yili, Chairman of Jiangsu Abacus Association, Mr. Yuan Jilin, Vice Chairman of Changchun Abacus Association, and Ms. Liang Yurong, Secretary-General of Heilongjiang Provincial Abacus Association, shared their experience and methods in teaching abacus and mental arithmetic. Messrs. Zhang Hongli and Wang Chaocai, President and Secretary-General of WAAMA, attended the Academic Seminar.
On March 13, 2018, CAMAA held a seminar themed “The Influence of Abacus and Mental Arithmetic Practices on Children’s Cognitive Function and Brain Plasticity”. Associate Professor Chen Feiyan of Zhejiang University delivered a special report on the very subject. Messrs. Zhang Hongli and Chi Haibin, incumbent and former presidents of WAAMA, attended the seminar.
On March 29, 2018, the Municipal Finance Bureau and Municipal Education Bureau of Changchun, China jointly hosted the conference themed “Practical Research on Cultivating Students’ Key Competency with Abacus and Mental Arithmetic Education”. Mr. Zhang Hongli, President of WAAMA, attended the conference.
2. More competitions and appraisals
On July 28-29, 2016, the 6th WAAMA Abacus and Mental Arithmetic Competition was held in China’s Hong Kong Special Administrative Region. The contestants were dispatched by 24 member units from Indonesia, Japan, South Korea, Malaysia, the United States, India, Lebanon, China, Hong Kong SAR and Chinese Taipei. Thanks to the efforts of the organizing committee and the participating teams, the competition was a complete success. The competition was sponsored by WAAMA, organized by CAMAA, and co-organized by International Mathematics and Abacus Association, Hong Kong SAR, China, Creative Abacus Association, Hong Kong SAR, China and the International Abacus Education, Hong Kong SAR, China. This was the first time that WAAMA has hosted a world-wide competition outside of mainland China.
On May 14, 2017, the Taiwan Chamber of Commerce, Taiwan, China and the eight WAAMA member units of Beijing, Tianjin, Shanghai, Jilin, Hunan, Yunnan and Shaanxi participated in the abacus communication competition jointly organized by CAMAA and the Taiwan Chamber of Commerce, Taiwan, China.
On August 17, 2017, under the guidance of CAMAA and the Jilin Provincial Abacus and Mental Arithmetic Association, the China (Changchun) Abacus Elite Competition sponsored by the Changchun Municipal Finance Bureau and the Changchun Municipal Education Bureau and organized by the Changchun Abacus Association was held in Changchun. Altogether five member units of WAAMA, namely Jilin Provincial Abacus and Mental Arithmetic Association, Heilongjiang Provincial Abacus Association, Hunan Provincial Abacus Association, Jiangsu Provincial Abacus Association, and Changchun Abacus Association, participated in the competition. Messrs. Zhang Hongli and Wang Chaocai, President and Secretary-General of WAAMA, attended the event.
Many member units have also held relevant competitions and grade appraisals. For example, Japan’s National Abacus Education Alliance held the All-Japan Abacus Players Conference; South Korean Abacus Committee held a friendly abacus and mental arithmetic conference and a contestant selection meeting for Korean and Chinese students; the Chinese American Abacus Association held the World City Cup Abacus and Mental Arithmetic and Mathematical Tri-calculation Competition and Friendship Activity, as well as the All-America Abacus and Mental Arithmetic Verification Test; the Chinese Abacus Academic Research Society hosted the 2017 World City Cup Tri-calculation All-round Competition and International Abacus Teaching Seminar; the Taiwan Chamber of Commerce, Taiwan, China holds annual celebrations of the World Abacus Day Conference and the International Abacus and Mental Arithmetic Competition; the Taipei Abacus and Mental Arithmetic Association, Taiwan, China held the 2017 Taipei City Abacus and Mental Arithmetic Competition and the Taipei City Abacus and Mental Arithmetic Teachers’ Exchange Conference; SEMPOA SIP Indonesia held regional and national competitions for outstanding student, abacus and mental arithmetic grade appraisal activities, and organized teachers and students to participate in summer camps in Japan; Malaysia UCIC SDN. BHD. held the 22nd international competition for best brains in abacus and mental arithmetic; Creative Abacus Association, Hong Kong SAR, China hosted the Hong Kong Abacus and Mental Arithmetic and Math Elite Cup Invitational Tournament; Association of Professional Abacus Education (HK) Limited, Hong Kong SAR, China hosted the Hong Kong Intercollegiate Cup Abacus and Mental Arithmetic Competition; the Lebanese Genius MAP hosted a national abacus and mental arithmetic competition; UK-SINO GUILD LTD held a brain abacus art festival and a brain abacus parent class; CAMAA held the 23rd Minority Abacus and Mental Arithmetic Competition and the annual Cross-Straits Abacus Communication Competition; the Heilongjiang Provincial Zhusuan Association and the Chinese American Abacus Association jointly hosted the “China Longjiang Abacus and Mental Arithmetic International Symposium and China-US Abacus and Mental Arithmetic Friendship Competition”; the Jilin Provincial Abacus and Mental Arithmetic Association held the 26th Abacus and Mental Arithmetic Competition; the Henan Provincial Abacus and Mental Arithmetic Association held the 12th Children’s Abacus and Mental Arithmetic Competition; the Xinjiang Abacus and Mental Arithmetic Association organized the “Seeking Truth Cup” Finance and Accounting Comprehensive Skills Competition; the Zhejiang Provincial Abacus and Mental Arithmetic Association held the 2015 Zhejiang International Abacus and Mental Arithmetic Grand Prix; the Hubei Provincial Abacus and Mental Arithmetic Association held the 20th Abacus and Mental Arithmetic Competition of Hubei Province; the Jiangsu Provincial Zhusuan Association held the Vocational School Finance and Accounting Professional Skills Competition and the 35th Abacus Skills Competition; the Yunnan Provincial Abacus and Mental Arithmetic Association held the 13th Abacus and Mental Arithmetic Competition, and so on.
3. Effective progress in teacher training
In order to popularize and carry forward the abacus culture, standardize the teaching of abacus and mental arithmetic, strengthen exchange and learning among abacus and mental arithmetic teaching staff, and improve the teaching level of abacus and mental arithmetic teachers, every year CAMAA holds one or two abacus and mental arithmetic teacher and abacus inheritor training session, which are proved to be very popular.
Moreover, in order to further standardize competitions and improve judges’ business level, CAMAA specially held a training session for abacus and mental arithmetic judges.
4. More standardized member management.
1. Actively developing new members. Six new members have been admitted to WAAMA during the term of the 4th Council. They are: The Russian Soroban International Ltd, Association of Professional Abacus Education (HK) Limited, Hong Kong SAR, China, the Russian Center of Mental Education Growing Point, UK-SINO GUILD LTD, and the Changchun Zhusuan Association and the Hebei Provincial Zhusuan Association. The Russian Soroban International Ltd, Association of Professional Abacus Education (HK) Limited, Hong Kong SAR, China, the Russian Center of Mental Education Growing Point, UK-SINO GUILD LTD were admitted as council members, and the Changchun Zhusuan Association and the Hebei Provincial Zhusuan Association were admitted as non-council members after being deliberated and approved by the 1st, 2nd and 4th Standing Councils of WAAMA.
2. Establishing a member withdrawal mechanism. During the term of the 4th Council, three member units have applied for withdrawal due to their own reasons. In 2016, Ms. Wei-chiu Lee of the Hong Kong Abacus Association announced through correspondence that she wanted to withdraw from WAAMA because she retired and was unable to continue to participate in the activities of WAAMA. The 2nd Standing Council of the 4th WAAMA Council agreed to Ms. Wei-chiu Lee’s application for withdrawal. At the end of 2017, the Ningbo Abacus Association sent an official correspondence to the Secretariat of WAAMA, applying for its withdrawal from WAAMA because the former’s organization has been revoked. In June 2018, Ms. Li-lan Hsiao, Chairwoman of the Chinese Association for Mental Arithmetic Studies in Kaohsiung, Taiwan, China, informed via e-mail that due to physical health reasons, she decided not to participate in the registration for the 5th Council of WAAMA. We recommend disqualifying the membership of these three units.
Over the past four years, the Secretariat reviewed the basic situations of existing member units in line with the Charter of WAAMA, and communicated with member units that have not paid their membership fees for a long time and have not actively participated in the activities of WAAMA. We learned that: Some member units are no longer engaged in the business of abacus and mental arithmetic, and some directors have clearly stated that they cannot participate in the activities of WAAMA due to tight schedule, and still other member units and directors have discontinued any liaison with WAAMA. Based on the above-mentioned situations and in line with the Charter of WAAMA, it is recommended that member units that have not participated in WAAMA activities or have discontinued paying membership fees, or are no longer engaged in the business of abacus and mental arithmetic, and do not liaise with WAAMA be stripped of directorship and membership for two years in a row. These units are Australian Association of Mental Arithmetic Incorporated, Brunei E&P Tuition School, the Creative Group, Hong Kong SAR, China, Chinese Academy of the Abacus, Taiwan, China, Abacus and Mental Arithmetic Education Association, Taiwan, China, E&P Training Centre Indonesian, IMA Indonesia Mental Arithmetic, Soroban Indonesia Mental Arithmetic, Malaysia MAC Abacus & Mental Arithmetic Resources, Malaysian ABACOS Corporation SDN BHD, Malaysian Intelligent Mental-Arithmetic SDN BHD, Singapore Abacus/Mental Arithmetic Studies Association and Venezuelan ABACO Services & Consulting. C.A.. The Secretariat of WAAMA will step up communication with member units, reminding them to conscientiously fulfilling their obligations.
5. More intense publicity
At the second session of the 4th Council, there were suggestions from member units to further improve the WAAMA website and to enhance the influence of WAAMA. At the end of 2016, WAAMA and CAMAA jointly established a website transformation leading group and working group, which are responsible for relevant organization, guidance and implementation work, and formulated the “World Abacus and Mental Arithmetic Network” comprehensive upgrading and overall implementation plan. The transformed website includes sections such as News Center, Teaching Popularization, Academic Research, Intangible Human Heritages, Abacus Personages, Zhuhai Tour, Wonderful Abstracts, Local Voices, Member Column, English Column, Photo News, Announcement & Notices, Data Center, Member Display, Video Zone and Friendship Links, and was officially launched in May 2017. Overall, the number of website sections has increased, the displays have been improved, and the overall functionality has been enhanced. After one year of operation, website information has been updated in a timelier manner, and the number of visits has increased greatly compared with that of the old website.
Member units actively provide information for WAAMA website, communicating information of academic exchanges and competition activities in a timely manner. The Secretariat has continuously published the research results, work experience, as well as outcomes of teaching and training, academic exchanges and competitions by member units, enabling them to learn from one another.
6. Having organized the 5th General Assembly and the 7th WAAMA Abacus and Mental Arithmetic Competition
According to the Charter of WAAMA, 2018 is the year of for electing a new generation of WAAMA leaders. The Secretariat has made active preparations for the 5th General Assembly and the 7th Abacus and Mental Arithmetic Competition of WAAMA. In order to ensure the smooth progress of the conference and competition, the Secretariat has contacted the WAAMA member units in Bandung, Indonesia several times, and has notified Council members and competition teams of the conference and competition by email, fax and telephone. Thanks to the concerted efforts of many parties, the conference was held as scheduled. Here, on behalf of WAAMA, I would like to express my gratitude to the SEMPOA SIP Indonesia, which rendered strong support to this event.
7. Incomes and expenditures
The Secretariat of WAAMA will deliver a special report later.
II. Suggestions for the 5th Council of WAAMA
For nearly 16 years since the founding of WAAMA, the inheritance and communication of the world’s abacus and mental arithmetic cause has progressed steadily. The knowledge of abacus and mental arithmetic has further deepened, and the enlightening function of abacus and mental arithmetic is showing positive effect as time goes by. More countries or regions have joined the efforts to popularize abacus and mental arithmetic. Such good situations are hard to come by and should be cherished. But at the same time, the global abacus and mental arithmetic cause is facing many new situations, new problems and new challenges. We must be prepared for danger in times of peace, advance with the times, broaden our thinking, widen our horizons, take practical approaches, and work together to lift WAAMA work to a new level. Hereby, I would like to proffer three suggestions for the next Council.
First, we must further improve the organizational construction work. We must continue to exert the leading role of the Council and the Standing Council, keep in mind the big picture, stay pertinent and strike a balance, so as to further enhance the centripetal force and cohesiveness of the leadership. We must strengthen the admission and management of members, and actively accept more countries, so as to enhance the global coverage and international influence of WAAMA. We must strengthen the capacity building of the Secretariat, improve its organization and coordination capabilities, and enhance the liaison between the Secretariat and WAAMA members, so as to advance the workings of WAAMA in an orderly manner.
Second, we must carry out various research, academic exchange and competition activities in a better manner. We must continue to do a good job in the research on and teaching summarization of abacus and mental arithmetic, improve the level and caliber of research and summarization, and promote the deepening, advancement and improvement of research on teaching methods and teaching experience of abacus and mental arithmetic. We must continue to organize academic seminars, and improve the level and quality of seminars, and promote the regularization, institutionalization and facilitation of academic seminars. We must continue to do a good job in organizing WAAMA Abacus and Mental Arithmetic, improve the level of competition and participation, and promote the synergy and integration of competition, modern technologies, media communication and real needs.
Third, we must further strengthen the publicity work. We must step up the construction and maintenance of the website, give full better play to the comprehensive role of the WAAMA website in communication, service and publicity. and Expenditure Report
The 4th Council of The World Association of Abacus and Mental Arithmetic was established by election in July 2014. In accordance with the stipulations of the new accounting system for non-profit organizations, we hereby report our financial revenue and expenditure between July 1, 2014 and December 31, 2017 as follows:
As of May 31, 2014, the accumulated balance of net assets of the 4th Council was RMB 30,200.00.
The total revenue during the term of the 4th Council was RMB298,400.00, including: income from membership fees (RMB166,200.00), income from provision of services (RMB130,300.00) and other income (RMB1,900.00).
The total expenditure during the term of the 4th Council was RMB222,000.00, including: management expense (RMB221,800.00) and tax (RMB200.00).
As of December 31, 2017, the accumulated balance of net assets of the 4th Council was RMB106,600.00.
The above-mentioned financial figures, denominated in RMB, are from the Annual Auditor’s Report issued by Beijing Tiandingheng CPA’s Firm (General Partnership) and ratified by the Ministry of Civil Affairs.

Meeting Minutes of the 5th General Assembly of the World Association of Abacus and Mental Arithmetic
The 5th General Assembly of the World Association of Abacus and Mental Arithmetic (WAAMA) and the 7th Abacus and Mental Arithmetic Competition was held in Bandung, Indonesia on July 28-29, 2018. At the opening ceremony on the morning of July 28, Mr. Alexsander K. Taslim (Chairman of Sempoa SIP Indonesia) and Ms. Liu Jianhua (Chairwoman of Chinese Abacus and Mental Arithmetic Association) delivered their welcome speeches, and Mr. Zhang Hongli (Chairman of the 4th Council of WAAMA) announced the start of the competition. A total of more than 350 delegates, team leaders, coaches and contestants from 35 member units in 13 countries and regions (Canada, the People’s Republic of China, China’s Hong Kong Special Administrative Region, Chinese Taiwan, India, Indonesia, Japan, Lebanon, Malaysia, Singapore, Tonga, the United Kingdom and the United States) attended the event. This year’s conference was organized by Chinese Abacus and Mental Arithmetic Association, and co-organized by Sempoa SIP Indonesia. The event was a complete success thanks to well organization, excellent support services and a streamlined schedule. The meeting minutes are as follows:
I. The 5th General Assembly of WAAMA
Of the existing 60 member units of WAAMA, 44 have registered for the attendance to the 5th General Assembly. 33 member units actually showed up at the conference, 11 member units sent their authorization letters, and 1 member unit was absent from the event. The conference was effective, since the attendance met the requirements of the Charter of WAAMA. The main agenda of this year’s conference are: Deliberating and adopting the work report and financial report of the 4th Council of WAAMA, revising the Charter of WAAMA, and admitting new members; electing the 5th Council, the Standing Council and its leading body of WAAMA.
(I) Deliberating and adopting the work report and financial report of the 4th Council of WAAMA. Chairman Zhang Hongli presented the Work Report Delivered at the 4th Council of the World Association of Abacus and Mental Arithmetic. Mr. Zhang Hongli reviewed and summarized the workings of the 4th Council of WAAMA from six aspects: 1. More exchanges and seminars; 2. More active competitions and appraisals; 3. Effective progress in teacher training; 4. More standardized member management; 5. More intense publicity; 6. Having organized the 5th General Assembly and the 7th WAAMA Abacus and Mental Arithmetic Competition; and 7. Incomes and expenditures. Mr. Zhang also put forward three suggestions for the workings of the 5th Council of WAAMA. First, we must further improve the organizational construction work. Second, we must carry out various research, academic exchange and competition activities in a better manner. Third, we must further strengthen the publicity work. Delegates fully recognized the achievements made by the 4th Council of WAAMA, and voted by showing hands for adopting the work report and the financial report of the 4th Council of WAAMA.
(II) Delegates voted by showing hands to elect the 35 members (the name list is attached hereinafter) of the 5th Council of WAAMA. At the first meeting of the 5th Council of WAAMA, delegates deliberated the notes to revision of the Charter of WAAMA, and the admission of Australia Abacus and Mental Arithmetic Inc. (original name is Australia’s Golden Abacus Pty Ltd.), discussed the removal of 14 member units that had failed to pay membership fees and attend WAAMA activities, and voted by showing hands to elect the 12 standing members of the 5th Council of WAAMA. Mr. Liu Jianhua (China) was elected as Chairman of the 5th Council of WAAMA. Mr. Hsiao, Chiu-Yung (Chinese Taiwan), Mr. Hirakami Kazutaka (Japan), Mr. Hwang Ho Joong (South Korea), Mr. Chong Tai Kaw (Malaysia), Mr. Alexsander K. Taslim (Indonesia) and Mr. Jason Lee (the United States) were elected as Vice Chairmen of the 5th Council of WAAMA. Mr. Cheng Beiping (China) was elected as the Secretary General of the 5th Council of WAAMA. Mr. Yeh Tseng-Yi (Chinese Taiwan), Mr. Kajikawa Masahide (Japan), Ms. Huey-Chiang Huang (the United States) and Mr. Wang Chaocai (China) were employed as consultants to the 5th Council of WAAMA. Ms. Wang Yanling (China) and Mr. Zhao Xiangyi (China) were appointed as the assistants to the Secretary General. The General Assembly deliberated and adopted with full votes the revised Charter of WAAMA, admitted Australia Abacus and Mental Arithmetic Inc. (original name is Golden Abacus Pty Ltd .) as a member unit of WAAMA, decided to revoke the memberships of 14 member units (the name list is attached hereinafter), and announced the name list of the members of the 5th Standing Council and the leading body of the 5th Council (the name list is attached hereinafter).
(III) The first Standing Council meeting of the 5th Council of WAAMA was also held during the General Assembly. The General Assembly decided to hold the second Standing Council meeting of the 5th Council of WAAMA in Canada in April 2019, as well as to hold the 8th Abacus and Mental Arithmetic Competition of WAAMA in the United States in 2020. The times and venues of these coming events will be determined through consultation by the Secretariat with the Canadian member of the Standing Council and the US member of the Standing Council respectively.
II. The 7th Abacus and Mental Arithmetic Competition of WAAMA
Nineteen member organizations in seven countries and one region (Japan, Indonesia, the United States, India, Lebanon, Canada, the People’s Republic of China and China’s Hong Kong Special Administrative Region) sent 35 competing teams (201 contestants as well as 106 team leaders and coaches in total) to attend the event. The Secretariat of WAAMA spared no effort in preparations, employed excellent judges, and further optimized the competition procedures. It also meticulously defined competition order, appraisal procedure and awarding method. In order to ensure smooth competition, a rehearsal was conducted at the preliminary meeting of the competition. Sempoa SIP Indonesia selected and dispatched over 50 teachers to work as volunteers in the preparatory work, whose efforts have been highly commended by the participants to the event. The competition turned out to be complete success, thanks to the efforts of the organizing committee and all competing teams.
III. The Convening of WAAMA Symposium on Abacus and Mental Arithmetic
At the symposium, Mr. Chen Guozhong of China’s Jiangsu Provincial Zhusuan Association delivered a speech titled “Carrying Forward China’s Excellent Abacus Culture and Sharing It with the World”; Dr. Liu Qinying of Chinese Abacus and Mental Arithmetic Association made a speech titled “Unique Role of Abacus and Mental Arithmetic in Taping Intelligence Potential”; Mr. Alexsander K. Taslim, Chairman of Sempoa SIP Indonesia, expounded on Indonesia’s experience and practices in abacus and mental arithmetic education; Ms. Liang Yurong of China’s Heilongjiang Provincial Abacus Association introduced the province’s experience in abacus and mental arithmetic development as well as subscription to the Abacus and Mental Arithmetic magazine.
